Main Purpose of Job:
To lead a strategic approach to the UK government’s communications and marketing in Japan, delivering high-impact communications that help to shape opinions, positively influence perceptions of the UK and support the UK’s priorities in Japan. You will leverage the full suite of communications tools, including media engagement, strategic campaigning, effective use of UK Government (HMG) branding, and innovative digital diplomacy, as well as leading on communications in times of crisis, looking across our priorities, spotting communications opportunities and coming up with plans to make the most of them. You will need to work effectively across all teams in the Japan Network (the Embassy in Tokyo and Consulate General in Osaka) and HMG Departments in London and build relationships with a broad range of external stakeholders in Japan, including senior representatives of media organisations, Press and Public Affairs leads in other Embassies, and Ministerial Private Offices in the UK. You will need to lead, motivate and empower the Media, Communications and Marketing Team, giving team members space to innovate, celebrating creativity, and fostering an inclusive and collaborative team culture. You will play a key role in supporting senior and VIP visits to Japan, and in preparations for the UK’s presence at Expo 2025.
What the Jobholder will be Expected to Achieve:
Development and delivery of a Communications Strategy for the UK in Japan, working closely with the Senior Leadership Team to shape this and support decisions on relative priorities. This will require you to develop a clear understanding of UK strategic objectives in Japan, and to distil this into a clear, targeted communications strategy, which pulls together a broad range of messages into a coherent picture of the UK-Japan relationship and the UK’s international approach. You will need to understand and segment the various audiences and understand how different communications and marketing channels and tools can be used to influence these audiences and build and deliver high-impact campaigns around priority outcomes. You will identify or develop ways of evaluating the effectiveness of our communication, ensuring a continuous improvement approach.
Leadership of the 10-person Japan Network Media, Communications & Marketing Team, including:
- Empowering your team to deliver innovative, creative content, making best use of their expertise and building a collaborative and engaging team environment.
- Modelling a commitment to learning and development, empowering individuals in your team to take responsibility for their learning and development, and investing in improving capability at a team level.
- Budget responsibility for communications spend.
- As part of the wider leadership team of the Japan Network, help to make the British Embassy a great place to work, with a focus on inclusivity and respect for one another.
Work in partnership with teams across the Japan Network, building strong relationships at Section Head level to ensure your team’s work reflects the wider strategic priorities of the network, and that teams are invested in working together to develop and implement communications plans within priority areas of the Communications Strategy. Actively seek out feedback and ideas from across the network to continue to improve our communications offer.
Build a broad network of contacts outside the Embassy in media, press and other relevant organisations, in support of our communications objectives. Act as a spokesperson for the Embassy when appropriate.
Lead communications planning and support for VIP, Ministerial and other senior visits to and from the UK, and for major events in the Japan Network calendar, including Expo 2025. Deliver a professional service and innovative media arrangements, generating maximum coverage and measurable outcomes of benefit to HMG priorities, and evaluate impact post-visit.
Lead the Japan Network Crisis Communications Team, ensuring preparedness of team members, advising HMG spokespersons and handling media/digital response in the event of a crisis.
Resources Managed (staff and expenditure):
- 10 communications staff in Tokyo and Osaka, including line management of two section deputies
- Japan Network communications budget (GIS) – approx. 1.6 million JPY

- Experience leading campaigns or programmes to deliver objectives – changing attitudes, behaviours and policies
- Prior experience leading and managing mid-size teams
- A good understanding of current digital media tools and channels
Language Requirements:
- Japanese and English
- Level of language required: Fluency in all aspects of Japanese (native level, at least equivalent to JLPT N1); good business level English (equivalent to at least CEFR C1 / TOEIC 945+). Experience of working in an English business environment highly desirable
